SCHEDULE I. PROHIBITED PARKING, STANDING, STOPPING; TIME LIMIT; PARKING DURING SCHOOL HOURS.

For the purpose of this schedule, the following definitions shall apply unless the context clearly indicates or requires a different meaning.

   PARK. Standing vehicles, whether occupied or not, for a period of time greater than is reasonably necessary for the actual loading or unloading of persons or cargo.

   STANDING. The stationary position of any vehicle.

   STOPPING. The cessation of forward or backward movement of vehicles.

   VEHICLE. Every device in, upon, or by which any person or property is or may be transported or drawn upon a street or highway, except devices moved by human power or used exclusively upon stationary rails or tracks.

SCHEDULE II. FIRE LANES.

   (A)   It shall be unlawful to park any vehicle on the west half of South West Street between the point where said street intersects with the north right-of-way line of West Vandalia Road and a point 500 feet north of said intersection.

   (B)   It shall be unlawful to park any vehicle on the east half of South West Street between the point where said street intersects with the north line of Dewey Drive and the south line of West Greenwood Avenue.

   (C)   The foregoing areas wherein parking of vehicles is prohibited are hereby declared to be “Fire Lanes” and no one shall permit anything to exist within said areas that will obstruct or impede the movement of firefighting equipment within the same.

   (D)   Signs indicating such restricted parking shall be erected at and within the limits of said areas.

   (E)   Any person, firm, or corporation violating any provision of this schedule shall be fined not less than $25 nor more than $100 for each violation of this schedule. This schedule shall take effect and be in force from and after its passage, approval, and publication as provided by law.

SCHEDULE III. SNOW ROUTES.

   (A)   The following streets shall be designated as snow routes: East Greenwood; West Greenwood; East Vandalia; West Vandalia; South Diamond; Lincoln Avenue; and Hardin Avenue.

   (B)   It shall be unlawful for any person, firm, or corporation to park or allow to remain a motor vehicle, or any other vehicle, on any of the aforementioned streets in the village for a period of 24 hours, or until said streets have been cleared of snow, whenever there is an accumulation of three or more inches of snow.

   (C)   Any person violating this schedule shall be instructed to move his or her vehicle promptly off the street. Failure to move vehicle promptly may result in vehicle being towed at owner’s expense or a penalty of $50 will be enforced. This will be paid to the Village Clerk within seven days from date of such notice. In the event that such payment is not made within the time period prescribed, a complaint shall be initiated by the Village Attorney before a court of proper jurisdiction charging such offense.

   (D)   This schedule shall be called into operation by the Village President with the advice of the Superintendent of Streets. However, in the Village President’s absence, the Superintendent of Streets and the Chief of Police shall call the schedule into effect. If the President and the Superintendent of Streets are absent, the Chief of Police shall call the schedule into effect.
